The Welsh WARP is a subscription only service:

Membership starts at £500 per year and can increase depending on the number of computers in your Authority. Membership is open to all local authorities and public sector services in Wales. To make use of the service please register your details using the registration form (click here), and email the completed form it to Mark Brett.
